Adoption/Permanency through Foster Care PA Child facilitates adoptions through the foster care system and is a State Wide Adoption Network (SWAN) Affiliate. When children enter foster care, the main goal is to reunite them with their biological parents. However, for many children currently in the foster care system, this is not possible. Fortunately, in Pennsylvania, foster care and adoption services can be provided with little or no cost to your family. In fact, most adopted children are supported by medical assistance and subsidies, until adulthood or 21 if adopted after 14 years of age.
